Service Dog Association Service Dog Association (SDA) is an organization that provides a vehicle whereby law enforcement agencies, officers, and those training such dogs can train, demonstrate, evaluate, and certify their K-9's to a government approved standard. SDA membership is open to all individuals. One need not be a sworn or certified officer to join SDA or evaluate a K-9 against the legislated Police K-9 standards utilized by SDA.
